On the morning of October 9th in Hanoi, the Ministry of Information and Communications (MIC) organized a conference for the state management of the 3rd quarter of 2023 with businesses, associations, and management entities.
The conference provided a platform for businesses to report their achievements to the MIC leadership and propose suggestions to promote the industry's development. During the event, various strategic and directional issues were discussed, aiming to find solutions.
There will be four Vietnamese-language virtual assistants to serve the Vietnamese people
In particular, the representative from the team responsible for developing a large Vietnamese language model and AI assistant for civil servants, Mr. Nguyen Manh Quy, Director of Viettel Cyberspace, announced that the first version of the AI assistant has been completed.
Viettel's AI assistant has the capability to provide answers related to 20,000 currently valid legal documents, including laws, decrees, and circulars from various ministries and departments.
To facilitate the widespread deployment of the AI assistant for civil servants and gather user feedback to enhance its performance, Viettel Cyberspace suggested that the MIC implement supportive policies.
Minister Nguyen Manh Hung commended Viettel's efforts in developing this AI assistant but emphasized that it is still in the early stages. The MIC will engage users in testing and contributing to further improving the AI assistant, ultimately enhancing the quality of civil service work.
Additionally, Minister Nguyen Manh Hung mentioned that there are four Vietnamese-language virtual assistants in development, each serving specific purposes: one for legislative tasks to identify inconsistencies in legal documents, another for reducing workloads for judges, a third for supporting government officials, and the fourth to assist the public with legal matters. These virtual assistants are expected to significantly transform the way people live and work.
Vietnam must invest in digital infrastructure and telecommunication
During the State Management Meeting for the third quarter organized by the Ministry of Information and Communications in Hanoi on October 9, the leadership of the Ministry outlined several directions to promote the development of enterprises and associations in the Information and Communications (ICT) sector.
As stated by Mr. Nguyen Manh Hung, Minister of Information and Communications, data is generated by people using digital platforms. Therefore, the development of digital platforms in Vietnam is of paramount importance. If Vietnam has its own digital platforms, wealth and control over data will belong to the Vietnamese people.
Regarding the telecommunications sector, it has received relatively little investment in Vietnam. To address this issue, the Ministry of Information and Communications will provide investment guidelines for telecommunications companies and monitor their implementation annually. In addition to increasing business investment, the Telecommunications Authority must establish higher standards to enhance the quality of telecommunications services.
Minister Nguyen Manh Hung emphasized that digital transformation has deeply permeated all aspects of social life. In the next phase, the focus must be on using digital transformation to create value.
In conclusion, the head of the Ministry of Information and Communications pointed out that social media platforms are reshaping the balance of power. Therefore, state managers must have a comprehensive, multidimensional view and a deep understanding of the theory, rather than just focusing on pure management.
"Every development creates new challenges, and though they may be difficult, they also present new opportunities. Let's look at them from a different perspective and approach them more gently," the Minister shared.
