The Virtual Assistant supporting officials and civil servants in Hưng Yên province is being piloted, aiming to automate professional processes, shorten search times, and enhance overall efficiency for administrative tasks.

The product was developed by Viettel Data and Artificial Intelligence Services Center (Viettel AI), marking a collaboration between Viettel Military Industry and Telecoms Group (Viettel) and the Hưng Yên Provincial People's Committee to pilot an Artificial Intelligence (AI) solution to effectively support the specialized duties and daily work of officials and civil servants.

The Hưng Yên Provincial Officials and Civil Servants Virtual Assistant is developed and operated based on the most advanced core technologies available today, such as Natural Language Processing (NLP), Large Language Models (LLM), and Knowledge Graphs. This ensures the system has a deep understanding of the Vietnamese language, promoting the consultation and automation of work processes.

The Virtual Assistant functions as a 24/7 personal assistant for each official and civil servant, helping to look up legal documents and internal documents from both central and local levels quickly and accurately based on semantics rather than just keyword searching.

The Virtual Assistant can also automatically suggest drafts of official letters, submissions, and reports according to the correct administrative format; it stores and manages a personal data repository for officials to easily access and reuse when needed.

When integrated with the work management and business calendar systems, the Virtual Assistant also synchronizes meeting schedules, sends reminders, and coordinates daily activities.

Using the Virtual Assistant to support officials and civil servants in Hưng Yên province

One of the standout features of the Hưng Yên Provincial Officials and Civil Servants Virtual Assistant is that it allows each official and civil servant to build their own AI Handbook.

Based on each individual's private document sources, the Officials and Civil Servants Virtual Assistant can immediately learn and answer content within the stored document repository without the need for training or explanation time.

This is also why the system can be flexibly customized according to the duties of each official or the specifics of each sector, while still ensuring data security through a role-based access control mechanism.

In the initial phase, the virtual assistant is being piloted for all officials and civil servants of the Hưng Yên Department of Science and Technology as well as in a number of other departments and agencies, aiming for province-wide expansion in the future. When deployed, the virtual assistant is expected to shorten the time required for administrative work, searching, and drafting by 30-50%.
